SUGGESTION - New Drug System for Gangs #1425

Is there an existing issue for this?

Current Behavior

One of the challenges for gang members these days is finding things to do besides sliding on each other etc. They have few activities that are group related, other than wars and drug manufacturing. I propose the following changes to the Gang Drug system (only for gangs along with potentially illegal weapon procurement).

Drugs:

It would be based on the actual real world model. Gangs in LA would have a mission or challenge to find a drug connection on the island it would reset weekly. This could be done any number of ways from simply locating an individual like the BM is now, to doing a series of tasks and completing them to get a location of a contact. They then would then place a drug order with that supplier, set a date/time of delivery at their choosing and pay with dirty money. When the delivery date/time is approaching they would receive notification (leaders of the gangs or person who placed the order) would receive notification of the location of the drop off location. This location would be randomized around the entire island to avoid camping and guessing..... only they would know the exact location. They would then go to the location, say a beach and the delivery would arrive. They would then need to unload which would take some time and transport it back to the city. They would then sell these drugs like they do now and receive their income at a markup from what they purchased it at, this making a profit.

The flipside of this would be that opps could also buy tips about these deliveries from contacts THEY make on the island and get clues about the date, or time or VERY BROAD ideas of where the deliveries would be made so they could try to intercept. This would create the gang interactions by having to provide protection, transport and on the other side seeking out and trying to find the location etc then intercept the shipments and potentially stealing the supply or drugs or weapons.

Shipments would need to be sized/weighted for multiple vehicles to be used, so all eggs are not in one basket and require gang numbers to help protect, or intercept. This would increase gang interactions and provide more group style interactions among the gangs as well as provide additional reasons for gangs to fight one another etc.

It would also include drugs and success factors into the dirty economy within the city since cocaine/weed is basically free, aside from time and risk while producing.

The same system could be done with weapons from the BM. Orders placed, shipped/delivered and unloaded etc. Providing yet another group activity that gangs can engage in.

Both of the above would be available only to whitelisted gangs or registered gangs. Civilian Criminals would still utilize the existing mechanics, with the following changes to make it all meld well. Civs would purchase with dirty, the kilos of cocaine and bundles of weed from random supply spots that change on a regular basis and have to be obtained by doing a few tasks, then they would use existing methods to break into packs for sale at sights for it, or even back at their houses. These would be 'different' from those the gangs obtain and also excluded from being utilized by whitelisted members of the gangs. Keeping the two from cross contamination. This means that gangs can only sell their 'brand' of drugs and civs their allowed 'brand'. This would help the civ criminal in making reducing the theft/slavery and other issues dealing with gangs and the current drug/weapon procurement process. It would also allow easier adjustments to end point price per sale based on the type being sold.

LEO and the above.....

Similar to the drug sale calls, ALL LEO departments would get notifications in their areas of responsibility of potential smuggling activities in a given area. Nothing precise but similar to the Auto Theft notifications and they would then respond accordingly. This would make more use of Air 1 and introduce the marine units to the city as those would the primary response tools used to find the activity then call in ground units to respond.

I feel these changes would increase the importance and usage of dirty money in the city, along with increase the number of interactions for everyone, from gangs, LEO and civ Criminals within the city and many of the issues we see with the current drug production areas and civ criminals difficulty with them.

Cool idea, it would take ages to implement though. But overall i support it.
