fix build: remove deprecated bintray repo #126

JFrog has announced that they are shutting down the Bintray hosting service, which includes the popular JCenter hosting service for Java artifacts (more detail can be found here).

This PR is to remove deprecated bintray repo.

As intellij plugin market hasn't release build for 2021.3 yet, this PR should unblock people from making their local builds (issue #128).
