#1 create blank project

The following items are added to this repository, so that the later implementations/improvements are to be build upon them.

• updated descriptions in README.md
  • descriptions will be added/edited as the development process proceeds
• renamed LICENCE as LICENSE.txt
• added CMake install target for the fkYAML library
  • currently, a blank CMake package is installed under a specified directory path
• added almost empty test directory (just a CMakeLists.txt file is contained)
  • unit testing will be implemented with CTest
