Revise the Motivation and Design requirements section #43

This is an attempt to clarify the motivations and design requirements that DELEG is intending to solve.

I like it!

During the impromptu hackhathon at OARC 42, we tried to capture some of those design requirements in the FAQ.md file in order to avoid overloading the main document, and in an attempt to have a central place for people to be redirected/to find answers as to why 1 decision over the other was taken.

If we feel the document becomes too big, we can always move this text out at a later stage, either in the informal FAQ, or a more format motivation and design considerations draft. In any cases, I like the change.

There is a tiny mistake which I am doing a PR to fix in #44.
