Please add a RGB sample to the vp9 conformance suite samples #1001

RGB has slightly different headers (e.g. subsampling and fullrange bits are 
missing). In addition, as mentioned in my email to codec-devel, I can't find 
any definition of the channel order used in RGB. I'm assuming it's GBR, but 
it'd be good to formally define that by having a sample in the conformance 
suite that we can visually compare to.
