no way to shut off frame-parallel #1003

frame-parallel is the default for vpxdec 

if you want to shut it off there is no way.   

vpxdec has default of --frame-parallel. 

vpxdec big.webm --frame-parallel -t 0 --noblit --progress

Sorry I thought you were talking about encode.

frame-parallel is NOT the default mode for vpxdec.
