libwebm: Writing non-keyframe BlockGroups should add ReferenceBlock element #933

Currently WriteBlockWithAdditional() will write BlockGroups but it will set the 
flag for keyframe, where it should be writing a ReferenceBlock for 
non-keyframes. I think having a reference to the previous Block is good enough.
