tried several times to get thsi to work with no joy using mirc 7.27 and fish 10

You have to run mIRC as administrator if you want to get rid of that error. This allows you to save the blow.ini. It's not a proper way to fix this error but it does work.

Solutions:

a) Install mIRC in portable mode, e.g. into C:\mIRC or b) Move blow.ini from the Program Files\mIRC folder to %appdata%\mIRC and adjust the path in fish_10.mrc (the comments show you how to do it).
