Topic decryption is not supported properly in & prefixed channels #5

"Local" channels with &chan instead of #chan (fine with RFC) do not get their topics decrypted. The code shows why, and also points to a possible future solution ("keep track of local nickname and use that to determine message type (channel or query)")
