The pysat_metamodel python-dev dependency is not documented in the README.
Python3.9 is needed for famapy-core, it has to be installed and the venv must be created in this version.
pysat_metamodel doesn't install for dev at all, there's a pip wheel dependency not documented but it doesn't compile anyway. The installation dependencies and process should be redocumented or provided via Docker for easier use.

EDIT: Last point about pysat not compiling for dev: installing python-dev3.9 solved the same issue for user install, check if it also solves the dev error.
