chore: Bump min supported Flutter version to match stable #3368

Description

Bumps min flutter version to 3.24 (stable is at 3.24.5 already). This allows us to finally merge flame_3d in.

Should we wait until the color stuff is in stable? I think there should be a Flutter release any day now
