I think i have same problem and I found a work-around:
open gnome extensions:
scroll down until "ubuntu appindicators"
activate the "ubuntu appindicators" extension
Result:
This is not a bug on flameshot, is on Debian :cry:

I can't change Flameshot tray icon via custom icon pack. I use flameshot-tray.svg placed into this paths in icin theme, but not working: status/24/flameshot-tray.svg apps/48/flameshot-tray.svg panel/16/flameshot-tray.svg panel/24/flameshot-tray.svg
Could you elaborate on where those folders are stored exactly? There are some typos in the message, and it is not clear on where you are placing the icons exactly. I want to attempt to change them, as @andersonbosa said it is not a bug in flameshot and I'm not on debian, but I don't know where the tray icons are taken from.
I changed the Icon=/path/to/icon.svg
in flameshot.desktop for my system, and the app itself changed the icon... but the systray icon didn't change.
Can you elaborate on where you stored the icons exactly?
