Why couldn't I find the shortcut for pinning to the desktop in the location you mentioned? Is it not available, or is it possible that my software isn't up to date? I'm using the Ubuntu version.
I would like the keyboard shortcut for this feature.

Well, your version is about 6 years old I guess. The latest version is 12.1.0 If your Ubuntu is that old, I suggest you to install Flameshot via one of the distro agnostic method such as Flatpak. More information here:
