Preference for disabling tooltips #763

Extracted from #762.

It's mandatory to add an option to disable tooltips : they're distracting and we don't need to know everytime the truth table of an AND gate or the name of the components in our circuits...

Implemented.

Gate truth tables now only shown if user preference "tips for beginners" is set
New user preference "Component tooltips" in "View"to disable component tooltips
