Migrate release process to Github Actions #141

Release process has two steps:

Build 3 images: flant/loghouse-dashboard, flant/loghouse-tabix, flant/loghouse-fluentd.
Create chart archive and update index.yaml in gh-pages branch.

The first one is done with auto build configuration in Docker Hub and the second one is done in Travis CI. So, we have 4 different external pages to monitor for release process errors.
