fix init scripts for v1/v2 split #106

In a bit of a hurry yesterday, I pushed up the new init scripts to make the v2 packages work but realised we should probably keep the old ones for v1; this changes the file hierarchy and restores the old init scripts for v1. The postinst logic could do with some review.

Looks good.

I think we should remove nagios-receiver unit script creation.

I was going to, as I thought it wasn't being copied in... but then realised it was, and it's still viable for people who don't want to use flapjackfeeder, so thought I should discuss rather than doing it unilaterally.
