Updated create_cloudy_input_grid_from_cloudy.py

The ability to create cloudy input files from one of cloudy's in-built shape commands failed, also the .in scripts created would only follow the old cloudy17 format. This PR should fix the creation of the input files and add in the option of using c17 or c23 format.

I'm glad someone's had a look at this, I largely dropped developing this to focus on the AGNSED model instead. It would be useful to know what type of modelling you're planning on doing though (perhaps via Slack).
