Vuepress Update #175

The latest version of vuepress fixes the problem of incorrect time format display in different languages. Also added tab style code block. I'm going to add several other ways to install flarum, such as windows installation, aapanel installation, they can be PRed together when they are ready.

I think I will be able to update to vuepress 2 beta (then when will it be relased it can be upgraded to a stable relase) more info on https://vuepress.github.io

There was a discussion I started internally to switch docs system altogether, which I was going to give a whirl when I had the chance, and give the core team a chance to review it.

Are we still considering Docusaurus? That seems to have good support for internationalization, versioning, themes, translation (https://docusaurus.io/docs/i18n/crowdin), and a lot more.

Wow, this system is much cooler than Vuepress!
