Integrate task scheduling into core #2281

Feature Request

Is your feature request related to a problem? Please describe. Scheduling console commands currently depends on fof\console. Since that extension is essentially just a util library for Flarum extensions, it might make sense to make it a core feature (with a dedicated extender). Then, we could also provide fuller documentation for it in our documentation.

Justify why this feature belongs in Flarum's core, rather than in a third-party extension This is a feature whose only purpose is enabling extensions to do more.

Describe alternatives you've considered Not doing this and leaving it in fof/console.
