At the moment, spinners are always shown at the top of a page, but on mobile this doesn't match with how a lot of apps use them.
For example, if the whole page is loading, GitHub will put the spinner in the middle of the screen. I think we should match this behaviour. (Only on whole page spinners, of course!)
