Hover Open over Tags (sidebar) in order to see sub-tags.

Is your feature request related to a problem? Please describe. Currently, the sidebar requires 2 actions to get to any sub category. Taking Flarum main forum as an example:

Click Extensions Click Themes

Issues with this:

• A new user may not know that themes as a sub option is possible.
• Clicking on Extentions, you now find out that sub-tags exist and have to search. Manually.

Describe the solution you'd like Hover to open on Primary tags, allowing users to scroll down and see all options without a click required.

This change would also make new users understand that Extensions has sub-tags/categories immediately and scanning additional area's much faster.

Justify why this feature belongs in Flarum's core, rather than in a third-party extension

Discussed with Sasha in Discord. This might not be a core requirement, or if made core a toggle. But the suggestion feels like a good one to make regardless.

Just wanted to echo this since I spent quite some time fiddling around with Flarum before I realised secondary tags worked in that way.
