On second thought, that actually seems to line up well with others' usage of user stories and with scrum in general: source.
Everyone agreed to this at the meeting on 2014-02-11. User stories will be stored on the wiki and once scheduled for implementation, be added as issues.
My thinking is that an epic should be a feature small enough to be implemented within a single week and that user stories are each of the components that go into said feature. Then the user stories would have completion criteria associated with them. I'm not sure that this conception of epics works with what people typically do, though.
