initial md pass on the relay spec #16

Starting to work on the markdown definition of the relay spec. This follows the format of the consensus spec and the builder spec.

My impression of a useful path forward:

  1. unify the markdown style between the relay and builder specs
  2. consider combining the relay and builder specs
  3. think about how pyspec tests can be implemented

Hoping to just get the ball rolling :-)
