'Auto' judge offset function has no affect/doesn't update if it never sends a score to FFR. #306

Means guest accounts / alt engine plays will have no affect on judge offset after requirements are met (>50 notes hit) if 'Auto' for Judge Offset is set to ON.

Appears to be a legacy issue, happening as early as 1.2.x, although only partially (such as registering a new saved score locally on an alt engine). Notably there in 1.3.1 & AF2021 engine for all cases.
