[ci] Use CircleCI macOS ARM64 runners for testing #57

CircleCI now has MacOS arm64 runners — swap to using them for testing to start. I'll set up cibuildwheel here shortly and get those and Linux ARM wheels built soon after.

Also update to XCode/Apple Clang 14.2.0 + the new CircleCI macOS resource class/deprecate macos:// large
