Summary

Enable Linux arm64 testing in CI. This is a prerequisite to building Linux arm64 wheels for Flashlight Text.

Parameterize Linux CI routines by the platform type. Requires switching all Linux executors to use machine runners (required for CircleCI ARM execution)
