Based on algorithm of Almutem calculation, I created a proposition of topical almuten calculation. I can upload more TA formulas.

@jakubruszkowski Thanks for your PR. I am thinking of creating a contrib package inside flatlib so that people can contribute things like this. Are you willing to create a new pull request where this file is inside flatlib/contrib/topical_almutem.py?
