and use flatpak-builder-lint-deps.json from docker for dependencies

This enables to test changes in dependencies from the linter repo.

flatpak-builder-lint-deps.json is to be kept in sync with https://github.com/flathub/org.flatpak.Builder/blob/master/flatpak-builder-lint-deps.json
