update to v3.9.8 #114

Probably should land after #113 I could have skipped v3.9.7 maybe? But looks like no version has been skipped so keeping with that trend and doing this as two different PR's

This PR seems to be based on top of master, instead of #113 . If you can please, rebase it on top of #113 (i.e. the hashes should be overridden, and the release list include both versions), then it's fine to merge only this one and close 113. Thank you

I'll talk again with the team as would be nice when they do desktop releases to see a PR here too. I know I personally use exclusively in the flatpak

@geekgonecrazy if you wanna go fancy and either you or ask the team to make this contribution, flatpak has the ability to auto-update upon release automatically; I wanted to make this change, but haven't been using RocketChat myself and couldn't spare the time to do so. As a reference, the Signal Desktop flatpak does this.
