Fix unavailable ncurses source #96

ncurses receives very frequent snapshot updates. However, the snapshots are preserved only for a few months upstream and cannot be relied upon to remain available.

Pin the ncurses version to 6.4 and make the flatpak-external-data-checker only trigger on a minor (i.e. X.Y+1) version change.
