Enable PWAs #298

This pull request add the missing permissions for PWAs support out-of-the-box by adding ":create" missing from https://github.com/flathub/com.google.Chrome/pull/188

My main hesitation with this is generally that making Chromium use the dynamic launcher portal is something I still want to do, but we'll basically never be able to drop these perms if they get merged in early. (There's also some jank parts to the current setup that are a bit less problematic if you have to opt into it explicitly.)
