Weird bug, possibly Steam related, but I can't see Proton 5.13 any longer. I used to see it, but for some reason, it doesn't properly detect it now in Steam.
Things I've tested
Manually copying the flatpak-extension files into the ~/.var/ compat.d directory, that works
Reinstalling the Flatpak package, no success
Removing the Steam-provided version of 5.13, no success
