Steam stuck on loading screen #1237

Problem Description

Steam stuck on loading screen. After a few hours it managed to open and worked as usual, but shortly after Steam disconnected and after restarting it stuck again.

My Steam from Flatpak (Flathub) broke after last update. Tried to reinstall from flatpak and tried dnf version (from Fusion). Both versions hangs on different loading screens. Fedora 39 with KDE

idk if it's helpful but I'm leaving it here

In this file ~/.var/app/com.valvesoftware.Steam/.steam/steam/config/loginusers.vdf

If you change line "WantsOfflineMode" "0" to "WantsOfflineMode" "1"

Then Steam at least can load it's UI in offline mode and from there you can go online. But in my case connection is very unstable
