Upgrade runtime to 22.08 #61

This includes two additional backported patches to fix compiling the dependencies, due to the updated runtime toolchain.

Steam Deck (acting as the server) -> Arch Linux, GNOME, Wayland, AMD: OK Steam Deck (acting as the server) -> Arch Linux, GNOME, X11, AMD: OK Steam Deck (acting as the server) -> Arch Linux, GNOME, Wayland, Intel: OK
