v2.10.3 is out since April.

You're mixing up the hibiscus plugin with the jameica runtime platform. As you mentioned hibiscus is at 2.10.3 right now but jameica is still at 2.10.0 (see also https://github.com/willuhn/jameica/releases). Hibiscus will be updated as any other plugin (if it is installed at all) from within jameica.
