Automate build on upstream release #9

Implement a GitHub action that updates the flatpak manifest for the new version, commits the changes and creates a pull request when a new tag is created in the upstream repo.

I have set up a workflow that does everything except opening a PR. That does not seem to be possible for repos in the flathub organization using a third-party action not shipped by flathub or github.
