Move configuration area to XDG_CONFIG_HOME and clean it on startup #92

Add the osgi.clean=true option [1] to config.ini, which forces the Eclipse platform to regenerate its cached files on every startup and avoids crashing after platform upgrades.

We can now move the configuration area back to XDG_CONFIG_HOME, instead of putting it in the tmpfs-backed XDG_RUNTIME_DIR (reverting commit f0605cf).
