If I understand it correctly, end-of-life-rebase
will cause io.atom.Atom
to be removed and dev.pulsar_edit.Pulsar
to be installed on update?
Correct; plus the app data directory in ~/.var/app
will be migrated to
the new ID.

I don't actually know if Pulsar is a drop-in replacement, but in my opinion the alternative is to mark this app as EOL with no replacement.
