Update runtime to 22.08 #31

Aside from the fact that the KDE 5.15-22.08 runtime is considered not ready yet, mGBA 0.9.3 is not compatible with the new ffmpeg5 contained in the runtime. The fix is already in the lastest dev builds, so it would be probably better to wait for the official 0.10.0 release.
