Update to multiarch 19.08 runtime #21

Well... since the icon is from upstream. Simply upscaling it or add skip-icon-check? Pretty stupid restriction if you ask me.

No it's not, we use the 128px version on the store, you can upscale/downscale the current version if there are no other sizes available in upstream tarballs.

Well, I honestly don't know why flatpak can't upscale the icon automatically instead of adding maintenance burden but whatever...
