What browser are you trying to import from? The nature of the sandbox just might not allow this, as I don't think the browser should have arbitrary access to $HOME.

I have Chrome, Chromium, and Firefox installed, but none of them is found/offered.

I was not able to test this through WSL so I will check on a proper Linux environment in a little bit. I will try to fix it but I am not sure if I will be able to :/
I am not sure, if it really requires action. I guess that the problem occurs primarily when both/all browsers are flatpak'ed.
In a flatpak based environment (Endless OS 5.1.2; Build ID: 240201-070209) import Settings & Bookmarks does not work.
This comes not really as a surprise, but then it is also not a good idea to offer it on the first start ...
