Update to latest commit and runtime to 23.08 #14

Update the DeSmuME flatpak to build from the latest commit (which is from 3 months ago) and to use the FreeDesktop 23.08 runtime.

I am running Debian Bookworm (6.1.0-17-amd64) and I am using the Flatpak version (I don't have the option to download the .deb software and I also followed the instructions to compile it from source but it didn't work).

When I click on Config and then Edit controls the software crashes. Is there a fix? I need to change keys to play

@zShxck720 instead of crossposting your issue everywhere you should TRY OUT THIS BUILD here, it probably fixes the issue.

I did try that command posted by falhubbot and it didn't work (server returned status 404)

@pcercuei could you make it so the flatbuild is tirggered again ? like change some whitespace and push, or change commit hash to latest. the bug reports for flatpak build on our end is getting pretty annoying.
