Update Runtime to 22.08 #27

It's not as good as going to 23.08, but it's better than staying 21.08. This is the only app on my Silverblue install that's still on 21.08.

If you manually install the Flatpak make sure you have org.freedesktop.Platform.Compat.i386//22.08 installed, this should be pulled automatically once its on Flathub

Voice + Notifications both work.
