Update runtime to 21.08 #4

Please, consider updating the fd runtime version used by Firestorm Viewer to 21.08.

I'll look at doing it next week.

I have to be careful because the builds tend to be compiled for Ubuntu LTS versions and I very frequently get symbol issues.
