Update branch 22.08 to 0.7.0 #36

Updating 22.08 since it will still be around for a long time and most popular gaming apps haven't migrated to 23.08 yet. This specially helps people sharing MangoHud config between apps on 22.08 and 23.08, since some configs changed on 0.7.0 and many new were added.

I cherry-picked the latest changes from 23.08 as-is for easier maintenance of both branches.
