Add the libhandy 0.0.9 catalog #4

Also bump the runtime to 3.30 as libhandy needs a version of Meson with support for features.

libhandy 0.0.9 is the recommended libhandy version for GNOME 3.32.

FWIW, I seem to be able to add Hdy* widgets with the test build above.

Can someone please merge thi ? There are actual people needing it and waiting for it since months now…

I'll merge it but I'll also say this is a silly concept. Glades design of pulling in libraries makes it very useless to run in a different sandbox built against different libraries users don't control. So this is just a one off hack that satisfies a few.
