L10n improvements #32

This PR improves on two things:

  1. Adds Flatpak’s *.Locale runtime extension support which basically enables partial l10n file installs. Works like a charm! :partying_face: 1.1. (also adds scalable desktop icon support to desktop managers that support scalabe vector graphics icons)
  2. Expands and localizes the existing AppStream metadata 2.1. Fixes invalid use of characters that must be escaped with entities in well formed XML documents
