When downloading attachments, the file-save dialog appears as normal, selecting a destination and clicking OK appears to work as normal, i.e. no errors or anything. However, no file attachment is actually saved at the location.
Upon further digging, the attachments are located in ~/.var/app/org.signal.Signal/config/Signal/attachments.noindex (under a hash) so there is not a problem with the message itself or sending of the attachment.
