update Sonic3AIR version to 24.02.02 and update gnome runtime to version 46 #10

Updates Sonic3AIR to the more recent release 24.02.02 and changes the gnome runtime up from the unsupported 43 version to the supported version 46.

I've tested locally and the new version seems to build and run without issue with gnome runtime 46

Thanks for the pull request! Sonic 3 AIR has flew under my radar since SEGA released Sonic Origins. That seems to be working out OK. I've recreated the PR with a few changes due to the new "Ghost Sync" online mode requiring a network socket and because the metadata is on the sonic3air-launcher repository.
