add ragged, scalar R-hat function

Add the potential scale reduction convergence statistic that accepts ragged input arrays.

• [x] add an R-hat function that takes multiple chains of potentially different lengths and returns the traditional Gelman and Rubin diagnostic (1992) as defined in Bayesian Data Analysis, 3rd edition.
• [x] add tests against alternative or known implementations
